For a high-end component, maintenance is the way to go. For lower-end groupsets, replacement can make more sense. A brand new 10 (£/$/€) set of jockey wheels for an entry-level derailleur is a far better net use of finances and time than a repair. But the opposite may be true for pro-level kit where jockey wheels may cost considerably more.
