The thing with Griffith and Dio over Eren and Frieza is that it's personal. Frieza is a genocidal psychopath. He doesn't do what he does out of any particular animosity, and the closest we see him get to true betrayal is executing his own men. He doesn't have anything against anyone, he just wants power; nothing personal, just business, unless you directly defy him, in which case he'll enjoy making an example of you. Dio does what he does because he had a one-sided grudge against Jonathan for no damn reason, went as far as having his dog burned alive, and came back JUST to fuck with the guy's grandson. But Griffith really takes the cake when he betrays Guts, rapes Casca, and sells his soul for power. He fucked over people who deeply, personally trusted him.

The reason me and a lot of others say Griffith takes this is because how personal and sick it was. Frieza is more evil when you look at the amount of lives heâs taken just cause he felt like doing so. But some people donât see that as being worse than what Griff did, we had no attachment to those heâs killed. Whereas for Dio we did have attachments to some of the people heâs killed but the brutality was not even close compared to Griff.

If we are talking in terms of evil actions, I kinda lean towards Griffith. Not for the Eclipse, but for the merging of the astral and physical realms. Griffith basically warped all of reality and doomed most of mankind to satisfy his desire to play king.
