@@AntenneSatellit correct. Around here, the old timers call that a grade beam. The required frost depth in my area is 42" which is why almost every home has a basement. Not every structure requires a basement (like a detached garage) and can use a floating slab with a thickened perimeter. However, the building codes restrict both square footage and ceiling height (and no second floor) on slab on grade foundations. That's where grade beams shine. Have an excavator with a bucket the same width as the required footing and dig a trench to frost depth, add the required rebar. Have it inspected and signed off by the building department, fill it up concrete. Typically the top of the grade beam is kept at a convenient height below the finished outside grade so that the form boards for the slab don't require any rip cuts to fit, and there's space for the raw edge of the grade beam to be adequately covered by the landscaping. What's lost in additional concrete costs is more than recovered by a reduction in labor costs. It's the quickest, easiest method for a frost proof foundation under a structure with a concrete slab level with the outside grade. At least it is around here.
