He is Sami, an indigenous person, and he is performing a type of native song called "Joik".
It's actually quite amazing how he partaked considering the history and abuse of the Sami people. Their language was forbidden, their culture looked down upon and they were forced to send their children to Christian residential schools to make them less "heathen". Sami language was forbidden in schools until 1985 in Norway. To this day they still have their rights infringed upon. Like destroying their natural habitat where they keep reindeer. Or dumping toxic waste into their fjords.

Hands down the best Eurovision song ever. Norway was my favourite too although I am from Sweden.
However, your opinion as quoted here is incorrect:
"Juries are bullsihit, they are just there to make sure Sweden be always favorite"
Sweden´s investments into music education has been very large for a long time. The reason is that when Sweden was more of a socialist society there were many many idealists in the swedish schools that actively promoted music as a subject for the pupils. Their idealism and enthusiasm during several decades is the reason that the swedish music industry is a major player today in the international music industry. Just check for Yourself how many ( !! ) swedish musicians were engaged in other countries development of their songs. Or why not come to Sweden and live through the swedish eurovision competition ? It is a far greater competition then in possibly ANY other country !
As examples: Why do You think the dutch winner this year goes to Stockholm to develop his music ? Or why do You think even the eurovision final was arranged by swedish specialists (the same guy that leads the swedish euriovision competition). It is not by chance that Sweden often wins the jury votes. It is due to our large investments in music education for the people during many years and the music industry that has grown out of these investments.
