He’s a hero not because he has powers, but because he’s got a good heart and treats his powers to save as many lives as possible. Doesn’t hurt that he’s also a Pulitzer Prize-winning journalist. He’ll use both of his identities to do as much good as his possibly can. He can’t turn off being a hero. It’s who he is on a fundamental level. The real greatest heroes of the DC universe are Ma and Pa Kent. They did a magnificent job raising Clark
