Vermont has an open primary. Democrats are voting in the republican primary for Haley (or Trump). Georgia along with a few other states runs an open primary too.

I saw an interview about someone admitting to going to vote for Haley and when questioned who he would support in a Haley vs Biden duel, he said Biden. Vermont has an open primary and Haley winning in urban centers might actually just show democrats voting in the repiblican primary.
