Quantum Leap was a tv show. The basic premise was that Dr. Sam Beckett sent himself traveling through time, but he can’t get back. He leaps into a new person every episode, and he basically has to make sure nothing goes wrong until he leaps to the next person. And he just has to hope that eventually he leaps back into his own body. He’s got a buddy in the future who helps him figure out what he needs to do as each person. The show was pretty high concept for the time.
That clip is from the episode Jimmy. It resurfaced recently because it is used as a meme by the channel Nerdrotic, during their pop culture weekly show Friday Night Tights.
When one of the participants says something stupid, they play this Quantum Leap clip, and when they're proven right after all, they play a clip from Will Ferrell's Nascar film Talladega Nights: The Ballad of Ricky Bobby, that features the line "Who's retarded now?"

My wife and I used to watch reruns of the show back when we were dating. Loved it when he'd leap into a new situation and he'd say the signature show line "Oh boy". They always did that at the end of every episode, and it left you wanting to see it. I couldn't remember what day of the week it aired, just tried to look it up, and only because of that did I learn that a remake was launched in 2022. I hate Hollywood, they ruin all the old good stuff because they don't have any new ideas.

The clip with the guy with down syndrome is from the show Quantum Leap from back in the late 80s/early 90s. My mother was super into the show when I was a kid. The premise of the show is that these people are testing a time machine, but it messes up end sends the "test pilot" back in time where he drops into other people's lives. He becomes that other person for a short time and he has to live their lives while figuring out how to get out of the body. In the show, he'd always look at a mirror to see what person he transferred into. The act was called "leaping". So he'd leap from person to person, with each new person being their own episode, though sometimes there'd be mutli-episodes with a singular plot.
From what I remember(I was a child at the time), every episode basically started off the same way. He'd leap into a person, have a harsh experience as that person and then find a mirror to see who he leaped into. For instance, he'd leap into the body of a black guy during the civil rights era. He wouldn't know he was black, but he'd meet this white dude who acts harshly towards him and does/says racist crap. Then the main character would see his reflection in a mirror or window or something and it would cut to commercial.

Quantum Leap was a TV show in the 80's brought to us by Donald P. Bellisario. who also did NCIS, JAG, Magnum P.I., and Airwolf along with other great TV shows.

It was one of the worst anime of the year too. 80% of people in the comments section on CrunchyRoll complained about it to the point most people gave up on it. I gave up on it 10 min into the 9th episode. IT was such bad writting!

00:40 once you know the trick, you don't even need to read it. I can just choose to hear 'Brainstorm', 'green needle', 'brain needle' or 'green storm'.
The audio comes from a Ben 10 toy, name of the alien (Brainstorm) only has 2 syllables but the toy flashed a light 3 times and the sound quality was crap so it made some people mishear it as a 3 syllable phrase to match the light flashes. Because of the crap sound quality, the two phrases sound similar enough that you can hear whichever one you're primed to hear

Yeah, but i did a test to see if it was really true, looked at Green Needle first and moved my eyes to Braindstorm and heard Green Needle, so i was a bit perplexed. But i did find out if you start looking at a word and then move your eyes, you might hear the other word than the one you are "reading".

the general plot (no spoilers) is that the hero "jumps" into the body of random people, tries to help them out. while in each person, only he sees himself as himself, everyone else (and when he looks in a mirror) sees him as the person he jumped into.
They tried to recreate it in 2022 for modern audiences (making sure it was politically correct) and it flopped.

That always needs to be taken into consideration. I still get it though, it's hard to properly talk to people when they're upset.

The funny part about the Lower Decks scene is for that episode, the audience is led to believe that Boimler is totally clueless that the girls on his parents' farm are hitting on him but in a later episode, he's so over things that he comments something like, "Damn it! I'm through with Star Fleet, I'm gonna go home and marry Leann just like my parents wanted me to!" (or something similar) which shows he *knows* what the girls on the farm are doing but he has absolutely no interest in them and is trying to stave off their advances without hurting their feelings.
It shows that he's willing to give in to his parents, but doesn't overtly show that he's not oblivious to the advances of the girls.
