Fort Mercer is from the war in the Red Dead Universe between The United States and Mexico, this war was more prevalent in Red Dead Revolver during a mission that has you play as General Diego of the Mexican Army battling the United States Army between a river with a bridge in the middle. In Red Dead Redemption 1 during the story one of the characters mentions this war while at Fort Mercer, the Fort wasn't shown in Red Dead Revolver, but one of the missions where you play as Red Harlow, the protagonist of Revolver, has you entering a fort very similar to Fort Mercer to called Fort Diego to save his cousin Shadow Wolf, a member of the Red Wolf tribe. @MrBossFTW

If you want to explore the interior of Fort Mercer you can just play Red Dead Redemption: Undead Nightmare
Exactly. But the zombies surrounding it make it very hard to get in after the cutscenes
The fort should be used as a place to sleep in RDR 2
Towards the front of the fort when you first come in, there is a few piles of cash on a box to the left inside the front gateways
If you go too this fort in red dead redemption 1 online you can go inside some of the rooms.

Get a sniper riffle and shoot them from the hills. Than come and finish of the rest

I never really liked bill cause through out the game in free roam he would always bully or pick fights with Arthur and some of the other gang members

that's because its mentioned in the RDR 1 that Bill's gang takes it over just a year earlier which is 1910. That's why you won't find him there in 1907
For me, raiding gangs hideout is the easiest and fun way to earn some money in RDR2 since you will not get a wanted level in killing them. Also, you will get to practice your shooting skills 🙂.
The best thing to do when killing the Del Lobos in Fort Mercer is to get (if you have it) the Rolling Block or the Carnoco and snipe them and there might be 3 or 4 Del Lobos left (I have being there and killed them not once but twice)
