I did it once it was great but the x point in the middle of the marquee where I am going to center the chin has disappeared, how can I get it back?

Just capture the screen at 8:53 and you should be fine, you might have to go back a few seconds to get rid of the youtube menu but just press print screen and paste it into word and save it as a picture

at 16:28 there is no center mark or + anymore in PS so i have no idea how to get these results....
On Photoshop CC 2018 there is a radio button that you tick when the Free Transform is activated to allow you to choose an anchor point. Tick it and you can get the results

What's the point of retouching the photo? Customs could care less how beautiful your picture is.

mouth should be closed, and why in USA photos different size to UK should they not all be the same? Digital enhancement is not acceptable as this can result in the capture of an inaccurate biometric. Photos must:measure 45mm by 35mm the face must be between 29mm and 34mm from the bottom of the chin to the crown (the top of the head, not the top of the hair). passport photos:
eyes must be open and clearly visible, with no flash reflections and no ‘red eye’
facial expression must be neutral (neither frowning nor smiling), with the mouth closed
photos must show both edges of the face clearly
photos must show a full front view of face and shoulders, squared to the camera
the face and shoulder image must be centred in the photo; the subject must not be looking over one shoulder (portrait style), or tilting their head to one side or backwards or forwards
there must be no hair across the eyes
hats or head coverings are not permitted except when worn for religious reasons and only if the full facial features are clearly visible
photos with shadows on the face are unacceptable
photos must reflect/represent natural skin tone
UK Gov supply a template as well all passports are meant to be to ISO Standards
