Thanks for the video. I had a similar problem with my new filter. No noise but no water. I thought I was nuts. Turns out, I didn't push it in good enough while rotating it in. You hear a noise like water rushing. Then voila the water dispenser put out for me lol.... finally
Dude. I thin I figured out your issue. The original filter you took out had its gasket stuck onto the top piece. You need to get that gasket out or remove the gasket that is on the new one. You do not want two gaskets...probably why it is so hard for you to fit the new one on there.
Seems like they could make these things a little easier to remove and install. You feel like your going to break something. I had to get on a chair to get at a better angle...so it would be a fair fight.
We have the same problem. Maytag oem filter will NOT drop down. Yes, oem Mattag brand filter. Solution is obvious. Send the refrigerator to a garbage dump and NEVER even THINK about buying a Maytag product again.

Turn off the water. That’s all you gotta do
MY MAYTAG WATER FILTER WILL NOT TURN DONT YOU PUSH IN AND TURN COUNTER CLOCKWISE
