Not really, early 00's were the nadir for soft red cards and diving. Believe it or not things have actually improved slightly since then - in particular you rarely see red cards for little off ball microaggressions anymore. Those incidences routinely ruined games from this era.
And this should have been a penalty - Stam took Nedved's standing leg out before the ball. Ref would have given it had he spotted it. You can't just go through a player to get the ball, but you can still go through a player after you get it so long as your studs are down.
You don't see tackles like that too often these days because lunging in inside the box is generally taught as A Bad Thing To Do by coaches (for good reason), and not worth the risk even if you do have Jaap Stam's talent
But yeah make your point about modern football, the problems we see in todays game go back much further than you think. You're probably 12

And idk if u watch football today in 2023 but theres sooooooooooooooo many calls that are given for the softest of touches, and floppin is so prominent in this day and age.
