I live in the far northeastern part of the US and if it was 8 degrees in say January it would almost be an occasion to put on shorts and a T-shirt. Like I said subjective. It's funny TBH, in the winter if my house was at around 19 or so degrees I'd be freezing, but if it's July it would be comfortable in the house. Do you go to the chow hall on sweatmeat sandwich day, or do you just stay in the cell and make yourself a hookup? How heavy is that commissary bag? Are you living off plain soups, or do you have the chili, the tuna, the pepperoni sticks, the cheese, and the whole 9? Are you waiting in the Indigent line to get your 3 free stamped envelopes and printer paper to write home, or are you writing letters on the yellow legal pad and paying someone $5 to decorate an envelope for you? I was fat asf while "locked up" so I had a big belly. I would sneak, hide, transport, what ever I could in my bellybutton. Sometimes under my stomach. Never got caught 😂
