Harry Shearer is fantastic in this scene. He voices both Mr. Burns & Smithers, so in scenes like this he's basically talking to himself & knows both sides of the dialogue.
0:21 it's a more orchestrated version of Mr. Burn's leitmotif, which can be heard throughout the series when he becomes angry or decides to do something particularly evil. the standard version of it can be heard when Mr. Burns plans to portray himself as a god _(the joy of sect,_ S9E13.) regrettably, I cannot find it as an isolated sound cue anywhere on the internet :(

Maybe the similarity between burns and Dio’s motif is similar? Maybe the instruments, I think there’s a prominent organ or something? They both also start really ambient and slow to build intrigue and build to something scary???
