This is a good example of a good simpsons joke: It's multiple jokes on top of each other. Within a single minute you have a silly alliteration chain, jokes about overcomplicated administration, Homer's misunderstanding and dashing madly to do the wrong thing, physical comedy AND Mr. Burns not understanding things.
