Chernobyl is not habitable for 20000 years due to radio active contamination.....
34 years is very small amoint of time for the activity of particles to get decreased....

they must be security forces and research teams and analyst and construction workers ( who must be working on covering the reactor building with dome of lead and cement )..
before tge chernobyl incedent the population of citizens used to be around 50000 people....
