Our city had a water break so massive that it created a backflow that pulled the water from the pipes and fixtures in our houses including siphoning from my water heater. Is there a log of that? Would our city have a record of it because when the water was restored water went back through our meter filled our lines etc and now we're being re-charged for water that was originally in our pipes and fixtures to begin with!?

20 to 30 minutes? What are they doing? Taking a nap? 10 minutes tops if there are not any issues with the installation.

you left out flushing through the hose bib. releasing the air in the lines is highly important.....

They’re speed wrenches. Any hardware store should have them.
Low flow, means low money for the city..Thats why they replace those meters

water going backwards will spin the meter backwards so it wouldn’t be charging you more
What was that tool used to move the nuts on the meter i work for the water and it would help drastically
