Step By Step: How to convert a Salvage Motor Vehicle Title into a Rebuilt Title in Texas 2024

  • This process is ONLY for Texas residents or Texas repair shops with a Texas address. It does not matter what state the salvage title was issued from. If you do not reside in Texas and have the car in Texas this process will not work for you.
    This video will show you how to take a Texas SALVAGE car title and convert it to a “Rebuilt Title” which you can register and drive or sell.
    Converting a title from Salvage to Rebuilt is a breeze and just about anyone can do it. You can do the work yourself or pay someone and you can pay a company to file this paperwork for you or you can save even more money and do it yourself.
    The form necessary for the conversion is VTR-61 and there is a link below. You will fill that out along with your properly signed SALVAGE title and a Texas application for title form 130-U. Depending on if you are a dealer or individual you will pay your sales tax and registration as well as $33 for the title fee and $65 for the salvage conversion. You MUST have a Texas inspection done and include the original inspection with your paperwork when you go to your county tax office to complete the process.

    Hey really curious how the process will work for inspection when 2025 comes where there will be no inspection required by law ? How will you go about getting a rebuilt title from salvage title ?

      That’s a good question and as of yet I have not heard what the answer will be. Emissions counties will still have the emissions test and I suspect it’s still going to cost the same. The “ safety inspection” part will be going away so there would effectively be no process for the non-emissions counties. I’ll look into that and see what the state has put out.

    So now the safety inspections are going away in Texas (not referring to emissions counties), will this be the same process without the inspection portion?

      I will be looking into that shortly. I’ll be talking to my guy at the county. I would imagine there has to be some type of inspection but I can’t say for sure yet.

    I have a question? So if I understand this correctly, the buyer is the one who pays ALL the fees like sales taxes, tags/plates, salvage fee and title fee and not the seller? Is this the way it works, because you could easy pay $500 or more, depending on what the price of the car was.

    HERES MY QUESTION: does the car have to be fully rebuilt to go through this process? I’m trying to buy a car with a salvage title but it’s missing a front bumper. Im not planning on replacing that any time soon. Would I still be able to go through this rebuilt process ?? I’m not really gonna do any work to it besides the title ?? How does that work ?

      I believe if it passes the safety inspection you are good but if there are lights mounted on the bumper that’s damaged they all must work properly.

    So I went to a place to do all this for me, the gave me my plates, the stickers and told me the rebuilt title was going to be mailed to my address.
    However the did not ask me to pay any taxes, and the “Title Application Receipt” has all the fees paid, but in the “Sale tax fee” has a 0 on it.
    I am wondering if I am going to receive the title or I’m going to receive a letter telling me to pay taxes?
    Pd. I bought the car from Copart, the charged a bunch of fees and sales tax on it. Bought it in Texas, registered in Texas again. Idk if that sales tax count.

      So when you buy from copart they generally collect the tax and pay it to the county for you so you should be fine.

    Hey just subscribed . Great vid ! I was going to ask so if I buy a salvage titled super damaged/totaled vehicle from Copart, and get it running, inspected with insurance then I can get a rebuilt title for that vehicle ? Also do I have to have the car inspected before I fix anything ? For example when the car is destroyed , does someone have to inspect before and after ? So 2 total inspections ? One before fixing and one after ?

      Not at all. But they’re an auction house I’m sure if you bring it to their attention they’ll take it back or arbitrate in one way or another other. If the vin is damaged but visible someplace else you’re fine. If the two numbers don’t match at all that’s a problem.

    Hello I’m in Texas more specifically in Harris county I recently purchased a vehicle off marketplace and have a salvage pink title the pink salvage title was signed by the previous owner he signed it under his shop name and he sold it to I drove it from spring Brach back to Pasadena and had zero issues
    Can I still do it under a rebuilt title I went to my local court house and they said I had to apply for a bonded title and take it to get inspected
    What do you recommend should I try to get a rebuild title or should I get the bonded title

      So from what you are telling me your seller screwed you. The title was assigned to them, they signed the back, and then handed you the title. Is that correct? If it is, that title is useless to you. You will have to do a bonded title AND the rebuilt title process both. You can do them at the same time. Once a title is salvage it can’t be unsalvaged. So you will do both and then be issued a bonded title that is a rebuilt title.

      @@ilselcuevas I went to a place that does the bonds but you can also get the bond threw your insurance after the dmv gives you the value of your car

    Can I get buyers tags on a rebuilt title…. I want to open a bhph and got a good idea on how to start just trying to get more information beforehand thanks

      A rebuilt title can be registered and driven just like one that is not. A SALVAGE title can not be registered. You’ll want to convert the salvage to a rebuilt in your dealership name and then sell the car rather than trying to do it all at once.

      @@buxtonautosales Thanks for the info but I guess i worded the question wrong. Let’s say I already have my salvage title dealer license and do all the necessary things you spoke about. When I sell the car can get a 60 day buyer permit for the customer with my salvage dealer license?

      Oh i see. Sorry. So if you have a salvage dealer license I believe you can not issue a buyer tag but i could be wrong. I would recommend contacting your DMV Regional office.

    Hey boss I have a car from IAA , trying to get it inspected but the run cycle is not completed , I cannot run it due to it not having any license plates .. what can it do in this situation in order to not get in trouble with the law ?

      Well the short answer is - not much. I’d put insurance on it and drive it. Keep your paperwork with you in the car. In the event you get pulled over just tell the cop what you’re trying to do. They may write you but most municipalities will let you out of the ticket with a $10 court fee or something if you get the car registered within a certain number of days from the ticket.

      No. The inspection form is required as part of the rebuild process.

    I bought a salvaged vehicle from a small dealer. A title company I reached out to said I needed to have the dealer list all the repairs he performed on the car and that the dealer would have to have received a title under his name. He bought it from an auction and the front of the title has an insurance company name. It has passed the state inspection and I was able to get GEICO to insure it; but the dealer is no longer responding to me. He's far out in the outskirts and received his cash so I don't think he feels like bothering with me anymore. Do I need his help to get this converted to a REBUILT Title or can I submit paperwork on my own? Any help you can provide is really appreciated. I don't know if I shot myself in the foot by buying this car.

      Yeah you can fill it out yourself. You should call your county tax office and confirm. I had one that way and the county had me fill out the form and write that the repairs were made prior to my purchasing.
      Being that it was a dealer did he not go to the county and do the title transfer or did he hand you the link title and tell you to have a nice day?

      @@buxtonautosales he handed me the pink title and told me have a nice day. He signed the back as the seller and I signed as the buyer. I bought an air filter for the engine a cabin filter for the AC and the bulb for passenger blink because it was out.

      @@jacobolmos2475 Well thats shitty. Call your county tax office and explain that and see what they say. If you're uncomfortable with that you "could" fill out out saying you replaced a hood and door or something yourself with parts from a like vehicle you already owned. You wouldn't have receipts for that. And you're allowed to do the work yourself. I've heard other people have gotten around it that way. You can also put your VIN in google and see if there are any pictures of the car at the salvage auction to get an idea what it needed. Sometimes they show up in a google search.

      No you don’t. I know often people have bought two of the same kind of car and made one good one out of two. You just put on the form that parts were sourced from a donor car they already owned.

      Yes it does. It is the regular safety inspection and they require proof of insurance.

      You are correct. It gets the regular safety inspection. If the title is in your name I guess you could sell it but you’ll get more for it as a rebuilt title.

      If it says rebuilt then your title is blue or brown, nothing more you need to do. Someone’s already gotten it rebuilt.
