For a moving adversary you work on your footwork and ringcraft, learning how to cut off your opponent with feints, and closing the distance, or if the opponent is pressuring you, use evasive movement instead. Bas mentioned all of this in his big dvds of combat. But here he is just trying to answer the question on improving accuracy in your punches. the rope is gonna move when you punch the post it. Since it's thin and long, it will be less predicable than a tape cross on the heavybag, which you can do also.
