The nomination to all Upper Houses in any Democracy has to be from various fields ..... from proven Professionals (across streams) of high integrity....
The selecting panel needs to be autonomous like the Election Commission..... with proper laid down mandatory credentials/qualifications of the members of the selection committer and also mandatory qualifications for those to be selected..... with nil reservations....
Since we are a Federal System with the States making legislations on subjects at Lists 2 and 3 of Sch. VII of the Constitution, it becomes necessary to have a Watchdog in the States- the Councils....
What we are doing now is a khichdi based upon what the Constitution stipulates ..... which was made by 'Experts' visiting foreign countries and amalgamating firang concepts ...... with suboptimal adaptation.... in the Indian Context ....
...... which is why, in the first place, the Constitution needs to be changed....

It is just based on theoretical concepts whereas countries like usa have made their system on practical bases with effective law outputs

We need a far vision body to take long term decision and also for development of local regions like American house of Representatives and to take a quick decision we need a leader separate from that body as we know almost all people vote for PM not for their local MP that's why its a failure a total failure .

In the first batch,the then President (Rajendra Prasad) was empowered to curtail the term of members chosen in the first Rajya Sabha. It was decided by lottery as to who should retire. Moreover,the Representation of People's Act 1951, authorised the President to make provisions to govern the order of retirement of the members of the first Rajya Sabha of independent India.

Sir, if election held on 3 seats and 5 members are fighting the election among them if one member gets 90% votes then how the remaining two seats will be filled ? Becouse approx 25% votes are required for winning the election in Rajasthan in Rajsabha.
