It's an evaporative cooler. Won't work in humid environments. The water in the pad changing from a liquid to a vapor absorbs heat from the air. A super efficient one can lower the air temperature 15 to 20° maximum. This unit will not cool down a room it might blow some cool air onto a person but that's about it.

Just a warning..if you see one being demonstrated in an air conditioned show room it can be very deceiving . I watched a group of people in a store standing around a running display of one of these gadgets and they were just awed by how cold the air coming out felt! Just like a real air conditioner!! Sure, if the air going in is already cooled..it’s going to feel like a real air conditioner. But believe me..when the air is 80 degrees it’s a much different result. If you want to know what it’s gonna feel like, wet a hand towel, wring it out and put it in front of a fan..that’s about what you can expect. Which certainly has its uses..as long as you manage your expectations.

Most folks are not accustomed to work in a hot workshop/greenhouse environment. If they were, they would quickly recognize this class of "air conditioner" as a miniature swamp cooler. The method of operation is simple; ambient air is forced over a permeable, wet substrate which lowers the temperature of the air but increases the humidity (quite a bit). You can lower the temperature in a room by as much as 10 degrees with a couple of non-oscillating fans positioned so that they create a cyclonic air flow around the room.

I have been designing air conditioning systems for the past 45 years. I've been asked about these "amazing" devices whose inventors live under the threat of assassination by agents from the big air conditioning companies. I wish. The numbers don't add up. I pound of water evaporated by an evaporative cooler extracts around 1,000 BTU, adding that amount of water to the air as vapor/absolute humidity. The units hold about a pint of water, or 1/8 of a pound, Running for an hour, one of these machines would remove 120 BTU per hour. Not enough to blast a room with freezing air. It is interesting that this scam has become so popular. It's a waste of money.
