I tried creating the same material using the same textures, because I was struggling with the new anisotropic material in UE4.25. But I realised that the effect was caused by the normal map, not by the anisotropic value or the flow map. Have you tried disabling the normal map to see the effect of the flow map alone? It simply doesn't seem to work for me...

I think so, too. It is not good to see the result of Tangent Map only...
Where exactly if not textures.com, did you get the textures, maps etc? If you did get them on T.com, where on there, what's the name?
