If you consider Terminal Velocity act 2 in Sonic Colors, Sonic The Hedgehog can run at least a couple times faster than the speed of light, as he managed to run from an artificial black hole made of hyper-go-on energy, (which in a cut voiceline is said to be more powerful than the chaos emeralds (the gems that power Super Sonic)), for about a whole minute before being sucked in. Then again, the black hole isn't a traditional black hole, as it doesn't suck in Mobius, despite being so close to the planet.

Still not the fastest, in fact no one mentioned in this video is the fastest characters in the universe. There are way faster characters which exists in the media. For example, Dies Irae's Wolfgang Schreiber. His Briah, Nilflheimer Fenriswolf basically makes it so that Schreiber is faster than his opponent no matter what. It doesn't matter if you're going at a normal pace, at the speed of light, faster than the speed of light or at a speed that is LITERALLY infinite. He will still be faster, if speed remains a factor, he WILL be faster no matter what.
The only way to affect him is making speed irrelevant, and even then. That won't be a matter of speed anymore, and if you do that, it's basically a death wish since his True Briah will activate and both will counter eachother, making anything he touches explode.

Just to make it clear, in season 4 a nuclear bomb was set off, and it was a whole 40 minute episode, the bomb only moved a few feet, compare that to the mansion explosion of quicksilver, which lasted a couple minutes and you still saw the thing exploding quite fast, a nuclear bomb is around the sonic boom barrier, it goes just as fast as it sounds. The fact that it doesn’t move hardly for around 40 minutes, like the quicksilver scene calculator guy (which I’ve seen before) someone else calculated that episode from the flash, he estimates how fast flash was and it beat quicksilver.
