Trossard makes contact with Kulusevski, but he doesn't foul him.
He's not trying to stop him from getting the ball, it's just an innocuous challenge.
That's why it wasn't a penalty.

Those clean sheets are because of our team defence. Our keepers have only made 49 saves this season, that 20 less than the next closet team at 69, City.
Raya won the golden glove because of or defence not because of what he has done this season. He has averaged only 1.4 saves a game on 41 shots in 29 games.

Raya cleaned up virtually every high ball, and his distribution by throw was generally excellent. He had one duff kick that he would have got away with had the spurs defender not got frustrated with the lack of any attack from his strikers and ran up the pitch to show them how it’s done. Rice clearly had his eyes only on the ball. Davies blind-sided him when he lunged into the challenge. The Spurs man did get there first with his knee, but that was only because Rice was winding up to clear the loose ball. I agree it was a penalty, but Rice was honest in his action and Spurs got lucky with Davies getting the contact when he knew Rice wasn't aware he was there. It was pure bad-luck for Rice and Arsenal. The ref didn't call it, VAR did. That was a given penalty and the Raya kick to Romero was a given free shot at goal. These were the only two shots Spurs had on target all game

Raya is a serviceable keeper, what he does well he does really well kicking and claiming balls from corners, his golden gloves is down to an excellent defensive spine and great pressing from the front, he's also capable of saving pens and trying to play intricate passes that may be beyond his level

It isn’t a penalty man, the law is simple and they have explained it. Both players are without the ball and running parallel to each other. Son passes the ball to his side for Kulu to run on to. However, to do that he runs across Trossard and trips over. If Kulu was on the ball and ran across Trossard, get it. But not when he is trying lapse on to a pass and Trossard is simply jogging a long oblivious to Kulu coming across.
