That's not even remotely loose. My steering shaft would turn about 15 degrees before the pitman arm would move. Driving was exhausting trying to keep the car in it's lane.
Tiffany, you need to figure out if you have a 1inch or 1-1/8 inch diameter sector shaft steering box. Once you know that, then you can order the correct bearing set. I got mine from National Parts Depot, part number 3548-1k, or 3548-2k depending on the sector shaft diameter.

Are you supposed to hear a little gear noise when I manually turn gear box by hand? No play in it at all.
You might want to consider replacing the grease in your gear box. It's hard to judge how much noise is ok.
