Ted Dibiase and Roddy Piper were the two biggest bad guys in the Golden era. Based on the Million Dollar Man character they could not even turn Dibiase a good guy unless they had a story line where he lost all of his money where as Bobby Heenan or someone else laughed at him prompting a face turn.
John Tenta Earthquake needs an honourable mention. When he came on the scene and destroyed Hogan he caught everyone's attention as a monster

HHH, his wife and father in law turning WWE into the HHH show, putting him over all the legends in WWE, from WCW and all the new talent whilst giving the longest most boring promos ever is the reason I stopped watching wrestling after being a dedicated fan of 20+years.
I’ve never watched it since and I’m not going to start again now I hear he’s in complete control.
I despise him for making me hate something I loved.
Now I only like to listen to shoot interviews & podcasts about the days before Pro Wrestling died

Top two heels of all time were Dibiase and the Iron Sheik hands down! In an arena with 20,000 people, 19,999 wanted to kill those two.
Perhaps the crowd wasn't into Lex beating Yokozuna by countout because they knew he didn't win the title via countout. Not exactly rocket science.
