Joey's anime "waifu" is Shinobu from the Monogatari series, a character who for most of the show is in her "loli form". He seems to like short women IRL (Aki is relatively short), but she is clearly also quite large in body size.
Gigguk also makes jokes about liking lolis (from Fate), but no one's brought that up.
I think they just... Like the character if they like the personality, regardless of their body type? Shinobu is an incredible character, and Illya is also a good character. It's not exclusively lolis.

lolies might not be my favourite type of character, but there are some i like mostly for their personality, and sometimes designs
like for example Kana from Dragon Maid, from point view of artist that likes designing new characters, she has a pleasing design, colours fit nicely together, clothes are really pretty and the concept of dragon shape shifting into a human is also really fun to play with
