Pretty much yes. The usage of the terms Project Definition Statement and Project Charter are often the same. That said, some organizations have a distinction - most often either:
- the charter goes wider, or
- they use the term 'charter' for a project mandate (permission to proceed
There are no absolutes of terminology even within one country or one industry. So, the lesson is to ask how each organization (or each project) is using the term!
