Scooter speedos are notoriously inaccurate and changing wheel diameters until they correspond to you GPS speedo app on your phone will solve that problem.

      - was your test done on a flat path and not a climb?
-what's your weight? (personal I know, but completely relevant, If you're over 110kg it will really struggle to go faster than around 28km/h)
-did you change P8 to 100 and if not what setting did you change?
-was your test done at full battery voltage or half flat/nearly dead? (speed is directly relative to the voltage of the battery)

P1 needs to be 41.5v. Lowest it can be is 39 but you’ll be draining your battery right to 0.
P2 is magnet pairs. I usually set it to about 17. 15 is the default. I’ve counted the magnet pairs in most scooters BSC sell, they’re usually 14 but the speedo won’t read correctly if it’s not set to either 15 or 17 depending on the riders weight. (I suggest 17).
P3 you don’t touch, that’s comms protocol. Bad things happen when you force it to change.
      P4 is right.
P5 is know as PAS (Push assist) 0 on 1 off.
P6 is not a setting I suggest having enabled, it usually comes on just as you don’t want it most of the time, especially if you ride in fairly crowded areas.
P7 is acceleration, 0 normal, 1 high. (Punchy on some of the latest batches of scooters) be careful with this one if you use it, be ready for a good kick and don’t pull on the handlebars.
P8 is speed limit, 100% is unlocked.
      P9 is brake strength.
