It's a long-term goal, even for the most committed, I think.
Been in the game long enough and have enough of the boats that at this point when I pick up a new one, I really lean into "Embrace the Meme" when setting the new addition up... question is, which Meme do I embrace with this one? lol... Gonna be awhile before I ever get the chance (just picked up Salem), but I do appreciate the variety this thing seems to offer.

Speaking of meme builds, with the new IJN CL commander, Daisen can reach 46.4 kn with the speed boost. This beats the previous record holder, Champagne, by 3.5 kn.
I want to say it feels too silly... but it could work. Base trait works, burn it down, turret rotation or torpedo range (probably turrets), speed or concealment, 4th slot is a little meh, but you've got options at Legendary still... man that's silly. 😄 Sad I didn't think of it myself.
Very much thinking: why not play any other IJN battleship available to me already without spending any hard earned steel and arguably would be better suited taking a legendary tier ship out if you are likely matching against them anyway. Even if this ship is a different feel because of its traits with that speed, the secondaries and torpedoes. But an interest ship in any case, I’m sure some players will enjoy her.
With so many premium IJN ships at tier VIII, that's all fair. Daisen is really just a delicacy if you're into odd ships and the play style of this ship. I suppose if you have nothing better to buy, that works too, but yeah... You're not wrong.
So as effective as a T8 Kii then? Gotcha.
I do admit though, a Battleship travelling at 44kts is a tempting prospect.
The Kii's vertical dispersion is so bad that it never crossed my mind while playing Daisen, because it may be short on guns, but it tends to have decent dispersion. Like you said, though, the speed really would change the name of the game entirely anyway.

So this is basically a bad XIV with fewer less accurate big guns. Ill pass
I mean... I'd say Karl XIV Johan is closer to Daisen at home than Daisen is Karl XIV Johan at home...
