If you check the first laps in the Qualifying, you will see the reason, not just Mercedes, but even the McLaren, Alpine and Alfa Romeo was on already used tyre, but Ferrari was on new tyre there too, they simply doesn't left any mew soft tyre to the race. If you check the last laps for Leclerc, he only gained 3sec against Perez in the last 14 laps (before VSC). 0,2sec in each lap when your opponent has tyre disadvantage? (30+ laps with medium vs 14 laps with soft, pretty clear who have the advantage).

Ferrari put on the mediums to keep safe in case the rain was gonna be late. But then the rain went away and no more was going to come, so they panicked and thought they need to respond to undercuts, rather than protect tire life because near the end of the race it was likely going to rain anyway, so they didn't need the tire life cause they were going to switch to the inter. Pitting in for softs was a good call given what has happened because there were drops of rain near the end. The track is too cold for hard tyres and was getting cooler because of the rain. Getting softs on greatly reduces the risk of slipping, even when you do lose 20 seconds, which he probably would've anyway if he stayed on the hards.

First: you're correct. Ferrari at the very least should have put Sainz on softs and Lecelrc on Mediums. This means Leclerc would be covering lewis behind him and Sainz would be chasing Russell ahead. Both strategies could have worked to be honest.
Second: Ferrari focused too much on covering other teams. The first set of mediums didn't go long enough. Sainz came in one lap after George and still didn't get an undercut. Charles at least got an extra 5 out of the first set but then they got hardly anything on set 2. What a waste of a tire, there was still plenty of meat on the bone. Third, as Toto said, they lost it on Saturday by using misallocating the tires. Even if they had come onto softs, I don't think either driver had a new pair like Lewis (correct me if I'm wrong). Lastly, since Leclerc could have made it to the end on hards, why bother coming in to change back to softs? You've already paid the time to put the hards on, they can go to the end, at least make some people overtake you.

Charles Leclerc: "I can totally win a F1 Title with this car."
Ferrari Strategists: "...actually, we have a better strategy, we'll lose instead."
I swear, how is this the way Leclerc's title run seems to be decided? Do Ferrari even WANT to win anymore?
I can understand one strategy blunder on occasion, but this? This has gotten to comedic levels at how often this happens. Ferrari is trying to win a championship, while at the same time, slashing their own Tyres. Something needs to change, right now, otherwise, Ferrari will forever be known as the farce that it is, instead of the serious team that wants to win, maybe this is how Andretti Motorsport comes in, by replacing a joke of a Ferrari team.
Seriously, Charles would be LEADING the championship, or at the very least be arm's reach of the top spot, if it weren't for Ferrari's blunders.
Instead, we get this: Max Verstappen wins due to Ferrari's mechanical failures. Max Wins due to blown strategy call. Max has a problem! Charles finishes 4th due to poor strategy.
Getting pole doesn't do you much if you can't finish. And right now, I don't even think Ferrari WANT to finish.

Doesn't really change anything if he get the soft tyre, just check Sainz result without the hard tyre. The main problem they have only already used soft tyres to the race (if you rewatch the Qualifying Q3 first measured lap, you will see only the 2 Ferrari and Verstappen used the shiny new soft there, 7 cars just saving one set new soft to the race). So the final result was horrible, Leclerc wasn't even competitive against Perez in the last 16 laps, Perez was on 30 laps old medium, Leclerc was on 16 laps old softs, but he only halved the 6sec to 3sec in 14 laps (before VSC). 0,2sec per laps on newer tyre is sad, but if they are also had softness difference too, that is laughable.

They were new sets too, in fact the only reason they couldn't switch to softs was that they panicked and stopped too early to try and prevent an undercut from Verstappen. The fact Lewis pulled off an M > M > S strategy very nicely, Max and Russel did S > M > M and even poor Carlos managed to stretch to an M > M > S strategy despite being stopped too early by Ferrari being spooked by undercuts and ruining his mid/late race pace shows conclusively that it was completely possible.

The only logical reason which makes sense that I can figure is that FER believed that extending the medium stints wouldn't have worked because how fast the FER car uses up the tires (wrong or right who knows).
Also not starting on the softs could be a similar reason, they believe they would have used them up after only a few laps and could loose out big time if there was a safety car later where the opponents pitted.
In any case I think the safer strategy still would have been to try two long stints on Medium and one short stint on softs at the end of the race, perhaps also starting LEC on softs to try and overtake RUS and then two stints on medium.
I don't believe they panicked but rather tried overly hard to do a "safe" strategy with minimal risk which backfired more than they could imagine, they must have not realised just how bad the Hards were or perhaps though that their car could warm them up fast because how much they use tires in general, which was not the case in hindsight.
I also believe they should be more open with exactly how everything went wrong and not give excuses that nobody believes. // Sad Ferrari fan

It's not just the 2nd pitstop. The 1st one was a rash decision as well pitting Sainz to overcut Russell. Exactly my thoughts. It doesn't matter if they didn't carry extra medium. The problem is, they started on Mediums but the first and second stint was called into the pits so damn early. They are pitting on a soft windows instead of going longer (which is supposed to be their strategy) It's like when Red Bull pulled the trigger and the strategist for Ferrari got panicked for some reason and decided to do something else n go off course.
Pitting early on the mediums for the 1st stint is alrdy a mistake, but it is still recoverable and just have to stretch longer during the 2nd stint. It all came crashing down when Leclerc was called to box so dam early for the hards instead of stretching it longer and box for soft.
Also, Data information on the pit wall is clearly enough to show that hards are not the right call. (Each time I hear Binotto's post race interviews, he kept mentioning about the "data" illustrates their decision. so which data is he referring to for this race now, I wondered. Clearly it sounds troubling.)
Im not sure why they got called in so early when you start on a mediums and yet pitting in a soft window. Otherwise their strategy should be on mediums, mediums and soft. (Not really a feasible strategy but it's a show down for the final 10-15 laps when they switch to soft in the closing stages)

I think what happened is Ferrarri had the strategy of Medium Medium Soft. But then during the second Medium set of tyres he had to pit early. They didn't think that the Softs would make it to the end of the race, and it is required to have 2 tire compounds every race. So if the soft arent going to reach the finish line and you don't want to pit again, what do you put on? The Hards. They were probably thinking 1 stop with hards would be still better than 2 stops with softs. But actually they had to stop twice anyway so they got the worst of both worlds. So where did the mistake happen? I think the Medium Medium Soft prerace strategy was bad because it doesnt give any wiggle room for the third stop of tires. Better to start on Softs that you know you are going to swap out of in the middle of the race and then you could even try to finish on softs at the end if the driver can nurse the Mediums just a bit longer. Prerace Tire strategy is at fault here. So who is that on, certainly not the driver.

And what about Norris and McLaren? Why did they not bring Norris immediately in for new Mediums seeing that he's got no pace left in the softs while being challenged by HAM? They waited like 3 laps after HAM (and VER) overtook him before calling him in. WHY so late? He lost sooo much time.
Then, long pit stop... and then another question - why didn't they extend the Medium stint as long as possible to put on another pair of Mediums (or even softs?) at the end? Especially that there was a risk of a rain near the end.... and it was already seen that HARDS have no pace from other drivers... I just don't get it. Norris wasn't challenged by anyone at that time, they could manage the tires and or even ask RIC, who was quite a bit behind NOR at that time, to manage his pace as well to cover for NOR, and have more life in them for the last stint...
In the end, Norris would probably not be able to challenge RB nor Ferraris, nor Merc probably, but I think McLaren's strategy stripped them of the options in case of rain or issues of other drivers ahead.

Answer to your first question is simple; Ferrari were the only team of the top 3 not having any new softs left for the race. That forced them to start on the mediums. Like some team bosses said; Ferrari screwed their tire strategy far earlier in the weekend. It could have worked, but then they decided to pit with the mediums around the same laps as the soft runners. That blew their chances of making an alternative strategy (med-med-(used)soft) work. Although the undercut has always been strong in Hungary, so the soft-med-med was always to be likely to be the best strategy.

I found hope with the engines because later you can work on their reliability but not on their power but with strategy amd Binotto saying he won't change anything I don't know where to look for hope...

This was a video where Matt's fan boy shows really well. As a ferrari and kimi fan since 2008 I know and feel his pain all too well but I'm a Ferrari fan first. The team will eventually get it together, I just hope its soon rather than later
