I'm willing to bet the Wear family is connected to that campground. If that's the case, you've already lost. Queen Bee has a tight grip on the city commisioners and is beholden to the Wear family.
Find who owns the land that the campground is on and then determine their connections to city council members and other government officials, Hire a PI if necessary. File suit and use discovery to find out who the bad guy(s) are.

This country was BUILT on people who made investments to build up second properties. The Gvt is at fault here & overstepping. It has been over 20 years since I've last been to Pigeon Forge, Tennessee and the state and county has allowed the utilities, and eminent domain to hijack the area. Same thing has happened in other former rural peaceful communities. Rights of homeowners violated.
