I think this tactic is also mentioned and used in the film "The Kings Speech" in a slightly different way. The speech coach replied about the stuttering and the "uh"s and "um"s you notice in beginning public speeches can actually work better when filled with silence. It gives you an air of majesty and allows your words to sink in and carry more weight.
