I'm brazilian and I don't know the extent of the other floods, but here in Brazil, the area of destruction IS HUGE, an area as large as England. The ENTIRE state of Rio Grande do Sul was affected, HUGE cities under water, more than 400 cities affected. It is something we never seen before, it is something out of a movie.

Don't. Just don't go after the argument that only good city planning can help you. It can't.
Look at the main culprit on current extreme climate events. It is fossil fuel burning.
If we won't stop burning fossil fuels the situation gets only worse.
You may plan cities to handle waters better, but ever worsening situation makes it extremely hard. Without tackling climate change, it will fail at some point.
We have currently around 10% more moisture in the air due to warmer air. Add recent extimate from climate experts poll of over 2,5C and you may double that amount. This leads to rapid acceleration of the heavy rains and floods. And this change is not linear, but exponential, so the change is far worse than you may assume by the numbers. Now we are talking about monthly rain amounts in these events. If we end to current predictions we may start talking about how many years worth of rain came down in a single event.
And what makes sitatuion even worse is the drought that is between these heavy rain events.
