What is REAL crypto-agility?

"Crypto-agility" (or cryptography agility) is a bit of a buzzword, but what is real crypto agility? Essentially it comes down to the ease with which you are able to change the way that the cryptography works inside your organization. These changes a quite often necessary, for example when we had to update from SHA1 to SHA2, but every time it happens it is very painful and expensive for the organization.
Cryptography agility is a system or methodology for designing our cryptography so that it can easily be changed in the future. For example to implement post-quantum cryptography.
However, this is more complex than designing a cryptographic library where you can simply switch out the algorithms.
