They do know. Police claim evidence is only 2nd hand so they can't get a warrant. They probably need to have criminals commit their crime right in front of the court house, with judges, DAs and 10 police officers as witness before they will issue a warrant for the arrest.

@@Sadboicos_o7 Respectfully, every death - especially of hero teens like Amaar trying to break up fights - is political because of the socio-cultural conditions perpetrated by radical ideologies that actively attempt to erode relations between community and police. At a senate hearing years ago a liberal academic admitted to a senator that the number 1 issue preventing cops from solving crimes was a community unwilling to work with police. How many arrests are delayed or never made because people don’t want to “snitch”.
