That's because 7002 is property of the Commonwealth of Pennsylvania and is considered an "artifact" by her owner while 90 is privately owned and considered a locomotive by her company. I agree with your sentiment completely.
Tracking is bad because I shot this at slow speed so I could get 6 hours on one tape. Shooting at a higher speed and only getting 2 houirs on a tape lent itself to much better copies.
The only confusion i remember is that 7002 and 1223 have the same whistles. Both PRR 3 chimes. But are they exactly the same or is there different PSIs per whistle?? Just thought i get it off my chest.

1223's whistle had a slightly higher pitch than 7002's.
Its problably bell size
You see, if you take a look at PRR 1223’ whistle you can see its shorter, that would mean a thinner sound right?
