  • Detroit Property Manager, Detroit Real Estate Investor, Detroit Landlord, REIA of Oakland educator Monique Burns gives the 101 description of Section 8, a.k.a. the Housing Choice Voucher Program for U.S. citizens who are deemed low income. This is a good first video for landlords and investors using a property management company to watch in my series on Section 8 Secrets Revealed.
    In a nutshell, Section 8 is a federal government program for low-income people that provides rent money directly to the landlord. Section 8 is a Housing and Urban Development (HUD) program that funds local Public Housing Agencies (PHAs) all over the USA. I happen to like the program, especially because I have experience working with the Housing Choice Voucher program, a.k.a., Section 8. It can be a successful income stream if done right.
    I was also asked why I make these videos. I give my history and intentions here.

      That is true! I just made a video about people who trash houses and why they don't seem to get kicked off Section 8 to make room for the people who follow the rules. It's a lot of work for the landlord to report it, actually.

      No, not necessarily because, there are 2 different types of Section 8! First of she’s speaking about a Section 8 Voucher Choice Program which is hard to obtain, especially if you live in a area where there are Section 8 Apartment Complexes and, you can only be enrolled in one low income housing program at a time, for instance if you live in a Section 8 Apartment Complex you cannot apply for this Section 8 Choice Voucher Or When A HUD Housing Assistance Waiting List Comes Open! Section 8 Apartment Complexes your rent is just based on your monthly income and, your not paying on voucher system! With the Section 8 Choice Program and HUD Housing Assistance it’s applying through The Human Resources Services Office/ Community Services in your area, with HUD Housing Assistance---- The HUD Housing Assistance Program A Waitlist has to come open, then, you fill out a application and, get put on waiting list, next time it comes open depending where you are on the list you could then get your assistance! You can apply in one county! I don’t know much about the Choice Program Except What, I know to be the facts of what, I mentioned and, it’s a very hard program to get into for that reason you have to be living in a area where low income housing choices are very limited! So, yeah, there are rules to that program that suck because, it’s just not a program that easily available to everyone!

    Taking on a job at a 532 unit community and I'm a deer in headlights! Have NO experience and have learn and do it all, literally ALL. From the office to maintenance organization (which is currently beyond disorganized) EVERYTHING! I will be watching all you have. I have to learn the software they chose too (propertyware).       I'm glad to be of help. Are you trying to get on Section 8 or to be an investor and have Section 8 tenants? The latter could be more rewarding. You're young. Don't minimize your own potential. This is still the USA. We can come from nothing and then become landowners. It's amazing. Takes diligence and some hard knocks and good bounce back.

    This needs to be done. The government needs to introduce the European or Scandinavian models for assistance housing. I see no playgrounds, no common areas, no really nice apartments. No vouchers, their government pays 10 days before the rent is due. Tenants don't pay the rent, the government does. Vouchers can get lost or accidentally washed. Most section 8 houses look worse than most people's dog houses. Mothers need to be home with their children, that's where motherhood allowance and child aid comes. No wonder there is a war between section 8 and landlords. You all are being scared by those loser politicians.

    First of all thank you for sharing your knowledge. Secondly I need your help, I've been trying to get section 8 and am failing. I applied and got through the paperwork process and 4 months ago completed the assessment/interview. Now I haven't heard back anything. What should I do next? 😢

      It sounds like you applied for a Section 8 Apartment Complex which is much different than what she’s talking about! I am guessing you got put on a waiting list after you filled out a application! That’s why you had a interview after you filled out your application, I am guessing you live in a area where it’s a bigger area and, there’s a waiting list to get in, that’s why it’s taking 4 months and, possibly may take longer, it’s not exactly going to be where people consistently move out! She’s talking about a Section 8 Choice Voucher Program Which is a Much Different Housing Program and, which in a lot of cases those are hard to get!

    Thanks for creating these videos. I'm on SS and live in San Diego where the rent increases every month. I'm told it takes 5 years to get up on the list for Section 8. Is that true and if so, is there a way to expedite the process? Thx! I plan to watch each of your videos.

      People in shelters seems to get on Section 8 quicker. San Diego is an expensive place to live. You can find other areas that have open waiting lists.

      @@MsVibingAndThriving piggy backing off of coco. I applied in 2011 while pregnant with my son and there was a point in my city where the list had opened and you had to get your updated financial information in by a deadline in 2019. the list opened up in 2020

      Again she’s talking about Section 8 Apartment Complexes, are much different than the voucher system she’s talking about! I live in a Section 8 Apartment Complex and, Rent is Not That Expensive Because, It’s based on your monthly income, however, They Can’t Expedite A Waiting List, Simply Put They Can’t Move You Into A Apartment They Don’t Have Open! However, for instance if you are a handicap individual they can move you upon the waiting list but, if someone else is on the waiting list that’s disabled well then, that can be a issue to! I got bumped up where, I was on a waiting list for because, I was the only one disabled on the waiting list! It Is the same thing when, you apply for I- HEAP Heating Assistance, HUD Housing Assistance And, A Section 8 Choice Voucher Program, you however the Section 8 Choice Voucher Program will be not available to you as a choice if their are plenty of Section 8 Apartment Complexes in your area which those programs require to apply through The Human Resources Services Office/ Community Services!

    Hi I just came across this video. I have a quick Q I been in the unit since Sep 1st and the contract has not been executed yet. So the landlord has not gotten he’s rent from them. Does this usually take that long? And will he get he’s rent from the past months?? I live in Columbus Ohio btw. Passed inspection and my case worker said I can move in the next day, but I guess it goes to a third party witch is to execute the contract and like I said the landlord has not been payed yet. I have all my emails conversations with my caseworker as well just in case.

      It can depend on the housing commission how long it takes to see the money. The longest I waited was 6 months while Detroit Housing Commission changed its software. That was scary! But 3 months seems to be the longest. But once they pay, they pay from the day you moved in. Then it's nice and regular.

    If you have a problem with a Section 8 tenant- don't write the Housing Authority. Write the top dog in HUD, in DC. HUD supervisors don't like to do anything, but if the message comes from DC, they are more likely to take action. Same if you have a voucher holder.

    If a senior on hud signed a lease less than a month ago and has just changed their medical insurance do they report that new premium amount right away or wait until the next annual recertification. I can only find if income goes up to report but not if a medical premium decreases

      That’s A Section 8 Apartment Complex Not HUD Housing Assistance, they are much different! If you are in A Section 8 Apartment Complex! If you are on Medicare, I am guessing, why do you just not ask your apartment manager in the apartment manager’s office! If you had to have that upfront in the beginning you still would have to give that amount because, you are living in a apartment complex that’s based on your income, I mean you could probably give the office manager the current amount and show a receipt that she can copy, it’s just that simple, good old fashioned common sense! I mean it only takes a second to ask and give consent information!

    I have a question, if you got the voucher can you choose which apartment and how many bedrooms you can get? Or the government has their lists of apartments where you can choose to rent. Thanks for the video very informative.

      You choose where you want to live as long as the landlord accept your voucher. You're allowed up to three bedrooms from the government, but you can get a house with more bedrooms according to your family size!!!

      Once you get Section 8, your apartment should be happy to fill out a move packet and keep you there.

    My mother's landlord is claiming that my mother owes them $15,000. She always paid her part of the rent. This is why the landlord never took my mother to court because they can send her a bill every month for that amount, but in court, it will come to the light that the issue is between the landlord and section 8. When I talk to the landlord, their representative tells me that she is responsible for whatever amount section 8 does not cover, which makes sense. But, if I pay what section 8 sets me up to pay, then is not my problem that the landlord is not getting what is claimed to be due from section 8. They have to take it up with them. I think the landlord is just waiting for my mother to die so that they can harass me into paying this amount. We have a 99-year lease, and the landlord can't wait for anyone to just die out so that they can rent my mother's three-bedroom apartment for six times the cost of rent, under this lease. Unfortunately for them, I know my rights and if I ever go to court for it, my lawyer will have the case dismissed within minutes.

      Whatever rental amount Section 8 agreed to is what is due the landlord despite the amount Section 8 pays. If the rent is $1,000/mo and Section 8 pays $800 to the landlord, you owe the landlord the other $200. The courts will honor what you agreed to in the lease. Section 8 is just a bank but you are responsible that the full rent is paid. I’ve never heard of a 99 year lease. Wow!

      @@MoniqueBurns Well no. Sorry, I have to disagree. First, is a bad analogy. Banks are not public assistance, they do not give you money. They only lend you money which you have to pay back, with interest. If we go to court, it matters that she always paid her corresponding amount set by section 8, because that is what the owner (landlord) and renter agree on by accepting Section 8 voucher. Actually, she can very well lose her section 8 if she ever pays more, because it would serve to prove that she doesn't need the assistance. I thoroughly read the section 8 agreement, which clearly says that any money owed to the landlord by section 8 should be dealt directly between them.
      Otherwise, why don't the landlord just evict my mother? If the apartment is rented at market value, the landlord would collect $15,000 in rent within three months or less. Section 8 also makes annual inspections, not only to make sure that my mother has not broken any of their rules, but also insuring that the landlord is maintaining acceptable living conditions. We have letters from section 8 giving the landlord 21 days to resolve issues. Let's be honest, the real reason why as an owner/landlord you don't like section 8, is because is more difficult to get rid of a tennant once you accepted the voucher. You can`t penalized a tenant who has followed the rules in spite of you not getting compensated by section 8. That is between you and section 8, and is just not convenient for you that the tenant knows that.

      @@dcabral00 I think we’re actually agreeing. If your mother is paying what is agreed to, then I’m not sure what else the landlord is claiming is due to her. I call S8 a bank very loosely. I only mean they don’t get involved in landlord tenant disputes. They are the institution from which the money comes. It’s too bad San Diego rents are so high. I have family there who I wish would move so they could have more money to live on instead of paying rent. I wish you well.       @@MoniqueBurns I appreciate that. My mother is getting older, and she gets frustrated at times when she sees a monthly bill of over $15,000 in owed rent. But she always paid her agree upon amount. When I call the landlord, their representative tells me that she is responsible for whatever section 8 does not pay, which is simply not true. But this has been going on for years, and never taken to court, or eviction process. I think they are counting on my mother getting frustrated one day, enough to where she would just pay. But the fact of the matter is that she truly does not have the money. I will not give it to her, and I will not pay it either if I take over the apartment when she departs.

    My mother and I r on same section 8 and she’s in a care home . We did a
    All the paperwork so it passes down to me . Her SSI pays for her care home now it we used her SSI for rent . I’m calling tomattow but does it still count cuz I’ll be a a one bedroom. I’m scared . I have a one bedroom cabin lined up but may I have to stay in the 2 bedroom . Need advice or what to expect .

    This is what I'd would like to know is after the landlord submits the package to the housing caseworker, while the application is processing can the tenant move into the apartment? Why wait for move in/approval letter? Are they doing in-person inspections during the pandemic?? I'm asking cause I have a person who applied, got rejected, re-applied almost a month ago at another bldg. She's waiting on housing to approve and inform bldg management of status etc. She told me 2 weeks and it's turning into a month?

      I have let people move in before Section 8 said okay. Two problems. I get no rent while I wait on Section 8. Second, what if it doesn’t pass the inspection for some reason? That one isn’t a big concern for us. But what if the tenant lost the voucher and you have no idea? I waited so long once for an inspection. I kept emailing Section 8 and they wouldn’t answer. Finally I got them to answer. “We are not under contract with you so we are not required to communicate with you.” Rude! Turns out the tenant had found a different place. She even paid me $1k holding fee. Then demanded it back. When I said no, she cost me 4 weeks of no income, she came to my office threatening to fight me. I had to hide in my office with the door locked as she was screaming. My husband told me to just give her the money back so she doesn’t hurt us or our property. That was a low moment! But it’s a real problem if your tenant is losing or has lost her voucher and you already have her in your house. Section 8 isn’t under a HAP contract with you yet so they won’t tell you if her voucher is in jeopardy. So don’t do it! We had in person inspections all of 2020 for initial move ins. The annual inspections were delayed though. But they are back in swing now.

      In Michigan it is optional. Some states do not allow us to discriminate against source of income. Michigan is leaning that way I heard. It seems pretty unAmerican to say who my clients can and can't be when it comes to financial ability to pay. I personally prefer Section 8 for my properties though.

    I'll spell it out really good for you and I'm not a dummy.. no matter if I pay my rent every month my landlord won't fix anything and the HUD inspection Section 8 PathStone Batavia New York they have very low standards below code so they don't inspect they look the other way. If you complain you will be homeless. They've already told me I can move if I don't like it so they can move somebody else into a moldy slum with no roof that leaks that's what HUD is about Section 8. My rich landlord getting richer off me and never fixing anything and living in poor quality standard conditions that are not livable anymore and if I don't like it I can move and I was here 14 years yeah that's what section 8 is what it was supposed to be was quality housing for the poor at an affordable price it's not that anymore not for slumlords with houses lots of houses where I live they will never get fixed

      You need to know which housing authority is paying the rent. Reach out to that office and ask for their new owner paperwork ASAP before the prior owner gets a first of the month rental payment.

      There are too many factors to answer that. Section 8 has a whole formula based on your income, the rental amount, the market rental rate, if the landlord supplies appliances and utilities or not, square feet of the house, upgrades to the house. Tenants call me all the time thinking they can afford my house for $800/mo because their voucher price is $800. But what they don't understand is their voucher price is as if the landlord were to pay all their utilities. It's all very confusing.

    Well I hope if you intend to be a Section 8 landlord that you care about your tenants and maybe they will care about you and fix things and do what's right for the people that you get money from unlike my landlord I would appreciate having a landlord that cares and does basic maintenance of their house. But I'll never get one cuz I got a red dot cuz I complained I'm on a list for people not to rent to cuz I complained about an issue where I used to live a pipe from the furnace going into the basement like a leech bed under the floor they told him to fix it I was out it took them 6 months cuz I couldn't be homeless I had to be evicted I had kids with me I don't anymore if they screw me one more time I will spend the rest of my life fighting for people's rights on HUD and to fix all the slums across the United States I won't be alive if that ever got done I'm 60 there's the facts about HUD Section 8 you can be a slumlord and it's okay

      It is very hard to find quality housing if you have an eviction on your record. You will probably be damned to slumlords. Sorry to hear you have that on your record. Maybe it will inspire you to work for HUD and help save people from slumlords. There are free legal aid places that need that kind of volunteer. I've thought about it because I hate to hear slumlord stories. It's so wrong what slumlords seem to get away with.

    I never could get approved for sec8 Everytime I have applied. I was denied they said I made to much. But at the time I was unemployed! Lol. They keep saying 29 years later. You make to much. Where is it because I don’t see it

      It’s not 70\30 of the rent. You have to pay 30-40% of your income to rent. Maybe you need to request a new review of your income.

      We offer competition. If you get a bad landlord, I can compete and offer you a nicer situation. If the government owned all the housing, there goes competition. You have to deal with the government who isn't into customer service. Having stable quality housing is necessary to success in life. That's a contribution to society.

    I want to know if they’re allowed to spy on you ? Like if they’re going to watch and see when I have my kid and when I’m home or not…cause apparently even tho I’m an adult I can’t be gone so many days a week and my kid has to be there so many days a week when he’s almost 18 . I am worried the manager or the neighbor below would end up spying on me or they have cameras, possibly on the property. Like I should still be able to live my life on low income section 8 especially if I’m paying 30% of rent

      I mean like I’m about to get a section 8 apartment but I have joint custody of my kid and he goes to his dads more and they were like well. He needs to be with you 51% of the time. But your whore papers say that you have 50-50 if you have 50-50 we can’t give you the apartment and I was like my kids almost 18, so why does it matter he’s only going to be part of the custody agreement for another nine months…the management lives on the property I don’t wanna get in trouble if she watches everyone because all I need is for one time, my son not to be home and the management or even a neighbors telling section 8 that I didn’t have my kid like I’m supposed to

But then I told her hey I'm selling items on ebay for my mom because my dad passed away and she said don't worry that won't count as income. And now as of a few days ago she said oh no they're going to count that as income even if you don't keep it because it's in your name... So how am I supposed to technically pay 30% of whatever I'm making on eBay if it's not my money

      A bad section 8 inspector finds little things that are cosmetic just to say they found something. A bad inspector makes the landlord fix all the tenant damages and never holds the tenant accountable.

      I somewhat agree but I disagree that it creates slumlords. Slumlords can’t pass inspections. The program protects tenants from that kind of predator. Except in public housing buildings. Those are the worst. I had a follower from NYC call me today and describe subsidized apartment living there. Broken elevators with urine in them, heat inconsistent, rats and cockroaches. That would never pass for a private landlord.

      I can count on one hand how many men have rented from me. They rarely call. And Section 8 seems to favor single mothers. They say they don't, but that's who always calls. I just automatically think of my tenants as Shes. I hope I didn't offend you.

    I'M 69 been on section 8 vouchers waiting since 2008
    I am unable to get past the receptionist. I've asked for a social worker and I was told I don't have one unless I'm approved.
    I was put on ssdi due to employer violence.
    I've called legal aid they told me they cannot help me because they are unable to help with Section 8 vouchers
    If I pay rent in full I cannot pay utilities. If I pay utilities my SLUMLORD threatens to evict me via 3 day notice during the pandemic ( I was late once since 5-2013) I'm on snap (food stamps), MediCal (CA), if the federal food allotment ends??? I've been signed up with local food bank (92586) for which I received food poisoning 4 different times, I called the food bank to notify them of what happened and I was told we've never heard of such a thing
    My SLUMLORD is to.put it mildly a dick
    I have a red tag, a illegal shade building. He repaired 1/2 of the garage Door propblem,, put in new door but not new motor, ca laws according to 5 different contractors he sent out both garage door & moto have to be replaced together ( garage door etc of from esrlt 1960's)
    I'm between rock & hard spot.
    Know my SLUMLORD is harassing me because his exterior is falling apart, his venal, plastic is in need of repair. I looked back on my original walk through it said exterior was old plastic vinyl side enetir exterior was damaged and in need of repair.
    I am absolutely terrified

Many people move to a new place just to get a voucher. Once you live there for a year (I think), then you can take your voucher and move back to where you want to live and take the voucher with you. You live in California. Only the super-duper wealthy can afford to live there anymore. And if they're wealthy, they like to move to Texas for better taxes! But California is beautiful. I get it!
