With the whole ultimate lifeform thing he still does I'd imagine the issue would be trying to think of someone that would be of actual help and not hinder him. I feel like the only people he trusts to have his back are Rouge and Omega. He does trust Sonic to help and be useful but he'd be a hinderance if Shadow needs to kill someone.
