- Forty ships and submarines from 13 nations sail in close formation during Rim of the Pacific 2016 (RIMPAC).
Held every two years by Commander, U.S. Pacific Fleet (PACFLT), and executed by Commander, U.S. 3rd Fleet (C3F), RIMPAC is a multinational maritime exercise that takes place in and around the Hawaiian Islands. This year’s RIMPAC exercise is the 25th in the series that began in 1971.
RIMPAC is a unique training opportunity that helps participants foster and sustain the cooperative relationships that are critical to ensuring the safety of sea lanes and security on the world’s oceans.

Actually it's Just China only. Russia was in RIMPAC but not joining this year. Yes China was invited to RIMPAC by the US. Read the Wiki, plus if you still skeptic about it why US do this, well it's something among only nevy men understand.

If China becomes just 65% as wealthy as the USA and spends the same percentage of GDP on defence as the USA does it will spend $2 trillion on defence.

RIMPAC ( The Rim of the Pacific ) is an exercise among the worlds Nevy nations. Many countries besides the US. Japan, Australia, Korea...even my Home country Brunei joining. And yes China...despite the sea tensions they were invited and China PLA Nevy accepted it. Is something Among Seaman or Nevy sailors only understand. You can try to read the WIKI about it
