What if they ask “where as in my cultural background or where I work” do you just decide and proceed to follow the next steps for whichever category?

Great question! My hope is to respond to their reaction and gain insight by how they answer the question. I think the where "cultural background or geography" is more interesting than work.

What if you're at an event at a company with only people from the same work place?

With colleagues I'd go a different way. I like something personal like, "What's the best trip you've ever taken" or "Your favorite show right now?" to get conversation going.

Do you really have to be that close to the camera?

I won't use this. As a past recruiter, if someone asked me this I would be completely thrown off. These are sensitive times so I would suggest you go straight to the point and ask "What company are you with?". Then role, work experience. Feel free to capitalize on similar skills, interests, and so on.

Sure. In my case at a networking event, I'm not going into each conversation with an objective, I just want to make someone feel open to sharing and have an interesting discussion.

This is the worst possible way to open any conversation. It stalls easily and anyone with a tiny bit of life experience has heard it a billion times and is tired of the lack of creativity. Complimenting their outfit while not great is already a million times better

It’s too open of a question, it would throw me off completely

That's the point. Each person can respond individually.
