Most of the time, a copyrighted material is forbiden to use for any profitable activity, meaning that no one can use that material for commercial purpose (including donations).
Some licences are allowing the use of a coyrighted material as long as the material's owner is getting credited. That's what's Taylor is refering to when saying "public domain". But it really isn't.
There are more licenses out there but it would be too long to talk about them, if you are interested in copyright laws and content creation, make sure to ALWAYS read the licence for each material you use. :)
