These railways require very extreme maintenance regimes ,my concern is that, the culture of maintenance can be compromised for financial considerations, our traders, farmers, and other users will require intensive sensitization before they embark on any trip, else this nice facility will rot in no time. What will be the calibre of people who will patronise the facility? For it looks so nice for my liking.

I am from Poland and, like many of my compatriots, I am watching this investment with curiosity. Especially since my wife's friend married a Ghanaian. God blessed them with many beautiful children.
I understand your worries. In Poland, there were also many concerns about various investments and the attitudes of ordinary people.
People have to learn to use such things themselves. And for the train, this will be the best test of its usability. And a big lesson for those who invest and for the creators of these machines. I understand that these costs are high.
I don't know what it's like in Ghana. I have no idea what the social concept is like. But I can tell you what the polarization of societies in Poland looks like. And the blame for this is prejudice, arrogance and selfishness. Poland has only been independent for 30 years. Previously, it could be said to have been a semi-colony of Russia (Vassal). After breaking away from Moscow's orbit, some of the elites associated with the communist authorities built their economic, political and media power on the basis of their previous influence. Parts of society were pushed aside and their influence on reality was diminished. Poland was getting richer. And the frustration was growing. Political antagonisms have led to great polarization in society and contempt of people from big cities for people from the provinces and their conservative lifestyle.
While reading your post, I had the impression that it contained the seeds of such a view towards fellow citizens. If that's not the case, I'm sorry.
If so, beware of it. Look for what unites you, not what divides you. Because someone from outside will start using it against you.
