High Risk Passing in Ukraine

Vasiliy, my business partner, has not lived in Ukraine for over two decades. SO, will he still be able to executive a high risk passing maneuver on Ukrainian roads, after twenty-six years in the United States? I'm not sure, but peer pressure is a great motivator!
