I'd give Iq to Vader, Anakin was always a fast learner whether it was tech, flying, dueling, war strategy, mentoring Ahsoka or even taming a monster that was trained to kill him while tied up. Luke was always wiser but Anakin was much more intelligent, not that Luke was bad at any of those things but Anakin is often shown to be a genius at whatever he tries apart from social situations
IQ goes to Anakin / Vader (has an IQ of 170+ and built droids like C3PO at age 9). BIQ goes to Luke (Though Empire Strikes Back events occured only 6 months before ROTJ events, ROTJ Luke was significantly stronger and more skilled with dueling and was even stated to be equal in dueling to ROTJ Vader who spent years perfecting his forms).

The Force was testing Ahsoka but it manifested in the form of Anakin Skywalker because he was the one person whom Ahsoka could never completely let go of.
The Force knew about Ahsoka’s inner struggles with her regrets and her relationship with her master and that was why it manifested in the form of Anakin who was intact with all of his memories and skills.
WBW Anakin was also the manifestation of both of Anakin’s sides in the sense that it was both his light and dark sides this was seen when Anakin switched between his Jedi and Sith sides in his duel with Ahsoka in the WBW.
Of course Anakin’s dark side was necessary to teach Ahsoka that she also needed to accept her own darkness without necessarily giving in to it.
