This wasn’t scripted or planned at all. This was Jason statham just doing his side hustles. The director happened to be in the same hospital in London at the time and just decided to start recording.

Just FYI he does not intentionally destroy the hospital. It was an outcome of the fight he had with the guards at hospital. His brother was supposedly being held by military.
If you think about it, Deckard is just like Dom in a lot of ways. He defends his family, the ones he loves and cares about. He takes care of anyone who get's in his way. The only reason the audience see's him as the villain is because he goes after the team that we've seen since the first movie. Yeah he killed Han and destroyed the Toretto house but he did so to avenge his brother. I think Dom is the one who would really understand this. I think that's why he reached out to Deckard's mother in the 8th movie, because Deckard loves his family. So he's not really a bad guy.
Actually it all started with deckard brother Owen who kidnapped Letty so yeah he started it.
His little bro started it yes but Deckard only did all that damage because he heard his little bro was crippled which made him really furious. So he wanted revenge because his loves his bro, his family

I think the fact that Deckard helps Dom save his kid in the 8th movie despite all the fights before shows he's a good guy. Deckard wanted revenge for his brother, and I think Dom would too in his position. I think Deckard is a good guy but the movies don't give any back story about him. Like he was a captain who got awarded a medal. Something about it doesn't add up. I think we'll see more on his life in the next movie "Hobbs and Shaw"
