At 12:35 if you choose to pass, so you still get the £1 compensation?
Good question! I believe you don't, since you choose to pass deliberately. If your die is the last one and you can't place that die (you have no other option), only then you get the compensation.

The holder of the pocket watch either gets 2VP immediately, or 3 coins every round in Phase 6.
When the holder of the watch changes, the new owner can decide how to use it.
