Out of that only 21 were real trials with real people being brought to court 3. Out of that only 14 happened within a timeframe before the accused's unrelated death 4. Out of that only 10 were convicted. Even on just 10/14, they have a terrible rate of conviction by most standards, plus they almost never get their guy, plus they dont even attempt to investigate, apprehend, or charge like 99% of the things that could be theoretically their charge. Theyre a 'nice' decoration for a theoretically justice oriented world order, but like theyre more a tool of myth making than actual legal practitioners or prosecutors.

1. out of 46 cases ever initiated since its creation, only 31 have gone to trial.
2. Out of that only 21 were real trials with real people being brought to court
3. Out of that only 14 happened within a timeframe before the accused's unrelated death
4. Out of that only 10 were convicted.
Even on just 10/14, they have a terrible rate of conviction by most standards, plus they almost never get their guy, plus they dont even attempt to investigate, apprehend, or charge like 99% of the things that could be theoretically their charge. Theyre a 'nice' decoration for a theoretically justice oriented world order, but like theyre more a tool of myth making than actual legal practitioners or prosecutors.

While they have a name that sounds very official, if russia and china both made a court called 'the universal court of humanity and peace' it would still be something we would sanction. Not only are 3 of 5 of the UN security council not signatories and likely never will be, but the top 10 or so countries by population are not signatories, i'd have to sit and do all the math, but rough numbers it looks like maybe 10% of the world lives in ICC members, primarily its just europe, some african nations who have the closest relations with their associated former colonial states and south america.
Finally, heres one, the ICC is actually a successor org/outgrowth of old school 'interpol' which was famously just a nazi front during the early 1900s.
There are places Kissinger, W Bush, and Cheney can not (or could not) travel or they could be arrested for their crimes. That is just how all courts work. They have certain jurisdictions and certain rules on extradition with other jurisdictions.
