The brilliant thing about the last round is that a black plastic bag is one of the things that counters a thermal camera, it blocks most infared. GG
Sorry, but I think you are wrong here. Black is a good absorber and hence a very good emitter too. Black emits most of its Electromagnetic radiation in the infrared region. That's exactly why you see it as black and not any other colour. There are no EM waves emitted in the visible region. Hence an IR camera will pick up black more easily than any other colour.
No a garbage bag doesn't block thermal infrared light. Go to 2:25 in this video if you want to see a demonstration of seeing a thermal signature (some ones hand) through a garbage bag. Not my video, just found it real quick

To be honest, some places in the first round were even "perfect" hiding places, especially the arcade machine or high above the kitchen area.
