I think you should remove the road between Huntsville and Oklahoma, so that there's only the highway left, and maybe do that with other cities as well. It would force the citizens to use the highways and maybe get rid of the traffic, because the roads capacity would be much higher.
Additionally, all vehicles that do not need to enter the city will not clog the streets if all connections beyond the highway are removed
Are you using bus lanes on the major roads? the trucks and busses should use that lane instead of regular traffic lanes if you have the bus lanes, might help things move along.
Install a mod that redoes the car ai
When you tear down a full block to place a central bus station, you should give it exits on both sides to have vehicles come in on one side and leave ont the other side, instead of looping around inside the station and being in the way of each other. And you should use trams, because they double or triple the capacity. Don't forget to give them bus-lanes for a free ride and not stucking in traffic
Pity Alexandria doesn't want food, could have been easy profit off the return journey to one of your farms by taking some food back out as well.
Hi conflictnerd, if you put all roads as Inc with bus lane on your bus and truck routes. Both trucks and buses move faster as have there own lane. Hope this helps.

The way transport fever works like you said is fastest route. If your bues have a bus lane there not stuck in traffic. So the game see as faster route.
