Not saying this is how all kens play the matchup but its the chun li effect. Some high level kens actively are looking for timeout wins cuz there is no way to approach a high level chun li in neutral, she is in full control. Thats why some japanese pros have chun over ken in the tier list, although obviously in our ranked games ken is better than chun because he is easier to play.
